Abstract
Local governments carry out the wheels of government to implement the development. The real development is human development. To launch governmental activities, the government must have revenue and spending those funds in the form of direct spending and indirect spending. Direct spending is spending by local governments to implement programs and activities that have been regulated by local regulation. Direct spending is expected to be implemented by looking at the needs of the community. Direct spending is expected to improve human quality. The data used in this study is data that has been processed by the Central Bureau of Statistics of South Sumatra province and the data from the Ministry of Finance of the Republic of Indonesia through the website. Analysis used in research is simple regression analysis using SPSS version 16.0. The results showed that there was no significant effect between spending allocations directly to the quality of human development as measured using the Human Development Index (HDI)
